In order to enhance economic efficacy and industrial upgrading, in manpower cultivation of national policies, the implementation of key technology has been the priority. More teaching and research resources are distributed to professional fields such as medicine, natural science and applied engineering and less related resources are for the departments related to humanities and social science. In order to reinforce the balanced development of technology and humanity education and increase the base and competitiveness of teaching and research of humanities and social science, since 2007, Ministry of Education has adjusted the budgets on technology and humanities and planned the implementation of medium-range plans such as “The Humanistic Education Innovation Project”, “The Talent Cultivation Project of Taiwanese Literature, History and Art in Globalization”, “New Issues and Professional Education Reform Project”, “General Education Project”. In 2008, “Marine Education Enhancement Project” was included to encourage the active participation of the universities and colleges in order to create high-quality learning environment for the students and provide more useful resources to the teachers for expanding academic space, developing innovative instructional methods and increasing overall educational quality.
The implementation of medium-range plans such as “The Humanistic Education Innovation Project” was accomplished in 2010 and “Marine Education Enhancement Project ” was finished in 2011. In order to continue the implementation concepts and expand the accumulated results of the previous plans, the manpower cultivation plans such as “Future Imagination and Creativity Project”, “Cultivating Modern Citizens’ Core Competence Project” and “Basic Application of Humanities, Art and Social Science for Enhancing the Characteristics of Taiwan” were launched in 2011. “Cross-discipline Talent Cultivation of Science and Humanities” was included in 2012. By these prior, experimental and innovative plans, it is expected to cultivate more excellent talents in higher education.
